I updated from 15.4 to 15.5 today. All seemed well but after logging in all of the desktop fonts will slowly fade to a blur. Even in active windows. They seem to ‘wake up’ when you move the mouse around but quickly revert to their blurry state. I seriously thought I was having a stroke. As it is unusable at this point I am running IceWM but I would prefer to be using KDE.
What have I tried:
Uninstalling and re-installing nVidia driver.
Disabling Desktop effects.
Ensuring DPI is at 96
Rebooting.
Shutting down, powering off and back on.
I saw one person in the forum with the same issue but the ‘fix’ made no logical sense. He removed the disk drive put in another and then put his old one back in to find it ‘fixed’. Ummm, ok.
Any ideas? It is maddening to look at. It is not a window focus issue as it happens to both background and active windows.

If I click on a dialog, it will sharpen back up but then fade out again.
That is rather difficult to say. You proved that with all desktop configurations et to initial/default it does not happen.
You could of course remove everything in ~/.config end maybe ~/.local, but then you will loose all your desktop settings.
More or less the same by copying all files (except those starting with . (a dot) from the broken user to the new user and start using that one. You will then still have the old files as fall back (backup).
A tedious way would be to go for the most obvious config files and remove them and see if it helps (but do make backups first).
I found a workaround. Shift +Alt+F12 to disable all desktop effects. BAM! solved.
So as suspected KDE is not honoring settings made in Workspace Behavior>Desktop Effects.
Yes I did that based on another thread. The problem is ‘fixed’ but there is no compositor running now. Thankfully I am not leveraging effects for any use.
