Zypper dup preliminary download significant slow down

Today’s speed is just terrible:

Then got a lot of 404 errors. Is it possible to fix?!

I think all these issues are connected and observed by many people:

• Zypper dup takes ages
• Zypper dup on Tumbleweed giving many 404 errors - #7 by tckosvic

Why admins continue to ignore it?!
