I see firefox esr latest is 115.14 or 128. Why isn’t this offered in leap 15.6?

A bit confused by that … maybe you meant, “115 is the only offering, but FF is currently at version 128”.
But yea, I suspect openSuse wants to enhance things and so takes them a while to have a more current release.
I just checked in the Discover software tool … if you want to always have the current version of FF, install the Flatpak version … it’s at version 129.0.2

I added flathub to get flatpak and=The PackageKit daemon has crashed
I installed the FF Flatpak using Discover, and use Discover to perform those updates. Never have a problem.
My experience with PackageKit is it’s too unreliable, so is not on my systems. I’m a “zypper up” type for overall updates, and use Discover for Flatpaks.
The newest Firefox is available for Leap:

For openSUSE Leap 15.6 run the following as root:

zypper refresh
zypper install MozillaFirefox
For openSUSE Leap 15.5 run the following as root:
zypper addrepo https://download.opensuse.org/repositories/mozilla/openSUSE_Leap_15.5/mozilla.repo
