Packman hasn’t gone away, so you can still use it on Leap 16. Whether you need it depends on which packages you’re looking for. For some applications, Flatpak may be another option.

BTW, most of the common codecs are covered by the OSS repos these days. For additional H.264/H.265 (HEVC) codec support, the VLC repo may be a viable option…
