What is meaning of " Setup Mode"

While following discussions of nvidia drivers vs source drivers, I saw a commandline check to determine status of SecureBoot. See results below.
What is meaning of Setup Mode? I see no search references to this. Probably been in effect for years.

I have no knowledge about the “keys” that likely instigated the setup mode condition. I see no reason to be concerned about message.

search “opensuse leap 15.6 setup mode” did not get a hit on reference provided.
