It upgrades the packages you have (well it can of course add new dependencies of those). It does not spontaneous add new packages (being some desktop stack or not).
So when you need further software now (being a desktop or not), add it now and let it be upgraded when you upgrade to 16.0. When you only need it later then your upgrade to 16.0, then first do the upgrade when it becomes available and then add the new packages.
