Is cockpit.socket active?
systemctl status cockpit.socket

If it’s inactive, start it with:
sudo systemctl enable --now cockpit.socket

Also, check the following:

Leap 15.6: cannot run cockpit

Use a text editor of your choice (nano, vi, also kate or similar) as root.
