I Have tried to make the taskbar translucent. I saw it was transparent after i did a reboot, but it turned opaque after a couple of seconds. I have tried to make a windows rule in the settings area, and tried to change the settings in when i right click on the panel, but I cannot make it translucent. Can anybody give me an advice how to fix this?

You missed describing your chosen DE and its underlying compositor. KDE with Wayland or X11? GNOME? Etc? Something else we don’t know about? 
A full description of your system would be helpful.
Most all DEs have taskbars.
I rund KDE with X11. The compositor is Kwin. I have Nvidia card and use the properitary driver. I have upgraded from my leap version from 15.5 to 15.6.
