Touchpad always active 32/64bit OS's

after update to openSUSE 20150423 (Tumbleweed) the touchpad was found to be active with usb mouse attached although the prior setting was set to disable it

after deletion of files libinput-udev, libinput10 and xf86-input-libinput and verifying synaptiks was still installed, all appeared ok (after reboot) on 32bit OS, after re-setting ‘de-activate if mouse attached’ in -System Settings --Input Deviced --Touchpad Management

on a 64bit install this option was not available!
the only way found to de-active the touchpad was via the gsynaptics package,
once disabled there, the touchpad toggle on/off as usb mouse was dis/connected

is there an easy way to re-activate the --Touchpad Management icon for the 64bit OS?

obviously not alert when writing above

on both 32/64bit OS’s the ‘Touchpad management’ panel is only available from synaptiks cmd from inside a terminal

should not this also be available from -System Settings --Hardware —Input Devices —Touchpad?
