"this-is-only-for-build-envs" error on openSUSE-Leap-16.0-packagehub-396-1.noarch patch

The famous error this-is-only-for-build-envs missing happens when you try to install openSUSE-Leap-16.0-packagehub-396-1.noarch patch.
The most common answer to this problem is to wait.
That’s it? I cant use automatic updates until it disappears?
How can I check what each opensuse patch does?

What is the result when you update your machine with zypper up or Myrlyn update?

Show the complete output of zypper up.

Maybe related to
https://bugzilla.opensuse.org/show_bug.cgi?id=1270272

P.S.: yes, seems related to the bugreport.
Content of the patch.

The problem only happens when discover or zypper patch tries to install it.
This patch is not installed by zypper up, so there is no problem with it.
I did not post the terminal message because my system is in pt_br

Simply prepend any command with LANG=C to have the terminal output in englisch.
E.g.
LANG=C sudo zypper up
