Smartmontools and default umask on openSUSE 11.1

I have a question about the files created by smartd. The files are being created with write permission for other. I work for the DOD and one of the security setting we need to change is the umask from 002 to 077. Neither umask would alow write permissions for other when using the umask. This means that smartd is setting the permissions.

l /var/lib/smartmontools/
total 12
drwxr-xr-x 2 root root 93 Feb 8 13:30 ./
drwxr-xr-x 42 root root 4096 Jan 26 14:35 …/
-rw-rw-rw- 1 root root 1438 Feb 8 13:30 smartd.ST3120814A-4LS4N7MJ.ata.state
-rw-rw-rw- 1 root root 1438 Feb 8 13:00 smartd.ST3120814A-4LS4N7MJ.ata.state~

This is showing up ir our security scans and I dont have an answer.

Is world writable needed?
Is there a way to change the permissions that smartd uses?

Thanks

Dave
