I just reinstalled OS 15.3. I have SUSE:SLE-15-SP1:GA, SUSE:SLE-15-SP1:Update, SUSE:SLE-15-SP2:GA, SUSE:SLE-15-SP2:Update, SUSE:SLE-15-SP3:GA, SUSE:SLE-15:Update. When I start Software management I get the following error:

Hm, to begin with I am not sure why there are numbers missing in that list (e.g. #6, #11 and more).
Then all those SUSE:SLE-15 are not in the list shown by @malcolmlewis and they look very much like SLES/SLED repos, which you should not have. It is complete unclear to me how you got them where you say this is a fresh installation.
Then e.g. the URL of #2 is the same oas #25. There may be more, but this is a real mess and I assume you better explain us a bit more on what you did to get it because this is definitely not the result of a clean fresh Leap 15.3 installation. >:(
It is your system. And as you say you just installed it fresh, These repos never are added on a openSUSE installation… IMHO you should reflect on that installation process. What did you use to install, what did you do, etc.
I used the 15.3 installation DVD image from the OpenSuse site. The repositories were added during installation. I dd not ask for them. I did not add them. I actually did a second install because those repositories were there.
To me, the repo names and nicknames just make dealing with repos confusing on account of the wrapping of so many long lines, so I edit /etc/zypp/zypper.conf to cut them out:

Sorry, but I can not believe that. You also have some ham radio and a home: repo. You really can not convince me that all that rubbish is put there by a fresh install.
Very likely the OP did a lot of installations after his fresh install, but he seems to have forgotten about it.
And how can he expect that people can help him when they do not know what all is going on there.
And of course we can advice: remove all those … repos and do a zypper dup. He will then probably get a healthy system, but will loose all he tried to get with actions we do not understand whty and what. Is that good help? I do not know.

The openSUSE Leap 15.3 maintenance setup consists of three main update repositories. These are: repo-update, repo-backports-update, and repo-sle-update. The latter two are new and are a result of re-using binaries from SUSE Linux Enterprise. These repositories are available and checked during the online installation of openSUSE Leap. We recommend you to use them.
In any case, I w ould remove those pure SLE repos as mentioned several time above (thus not the two Update with SLE for 15.3 ones).
And again, there is no explanation for the Ham radio and home: repo. When those are also “ghosts” to you, remove them too.
And do a
zypper dup
to get rid of everything that might be installed from there.
