If you have executed a new fresh install of openSUSE Leap 16.0 then, the SELinux issues should have been dealt with by the installation process.
If you had performed an upgrade to openSUSE Leap 16.0 from a previous Leap version then, if you didn’t have SELinux activated on the previous version, the upgrade shouldn’t have touched SELinux on Leap 16.0.
Regardless of how you got to where you are, there’s a SELinux setup Portal: <Portal:SELinux/Setup >
Please check that, all the steps required for a SELinux Leap 16.0 system have been correctly executed on your system.
On this system:
> cat /proc/cmdline
BOOT_IMAGE=/boot/vmlinuz-6.12.0-160000.7-default root=UUID=c59a64bf-b464-4ea2-bf3a-d3fd9dded03f splash=silent resume=/dev/disk/by-id/ata-Intenso_SSD_Sata_III_AA000000000000035990-part3 quiet tsc=unstable mitigations=auto security=selinux selinux=1
>
When you reboot the system, you’ll need to edit the Kernel’s command line –
Press the key “E” at the openSUSE Boot Screen and then press the key “F10”.
Set the value of the “selinux” boot parameter to ‘0 ’ and remove the boot parameter entry “security=selinux ”.
Reboot: the system should then boot without SELinux activated.
Carefully and, exactly, repeat the steps listed in the SELinux setup Portal document.
