After realising that Android tablets are no good for reliable Linux installations of any Distro, I have purchased a vehicle purpose Tablet which has Windows 10 pre-installed, and the Z8350 processor
I am planning on using Aspinwall as the main Dashboard;
as this will replace any Desktop.
Would an OpenSuse IoT variation (if existent) be suitable for this purpose, if not, what version of OpenSuse is recommended for this?
There isn’t an “IoT” specific version of openSUSE. I think a full-fat desktop distribution might be a bit overkill for a tablet, but a quick forum search shows examples of people having success running Leap on a Z8350:
I know nothing about Aspinwall and I can’t find a lot of information about it, but if you really want to use openSUSE for this, you should be able to get it built on Leap or Tumbleweed. (If Aspinwall plays nicely with Wayland, use Leap 16.0).
Is there a reason why you want to use Aspinwall UI? KDE Plasma and GNOME both work great with tablets and have support for onscreen keyboards, gestures and everything.
I also see you’ve included “leapmicro-61” in your tags, but please don’t be confused by the name. Leap Micro and MicroOS are meant for servers and focus on virtualization and containers. They would be a bad choice for a tablet or other personal use machine.
If you just want to have a Linux tablet, then install Leap 16.0 and choose GNOME for your desktop environment, I think its default UI is a bit more touch-friendly than KDE Plasma.
You can then add extensions like Improved OSK to make it more tablet-like.
If you don’t mind using another distribution like Fedora or Debian, they have support for KDE’s Plasma Mobile on x86 which will give you a desktop environment designed specifically for mobile devices.

A friend has it running on Tumbleweed on some Intel based tablet. Last time we spoke he stated that it worked surprisingly good since Plasma6, just apps like Firefox loading slow. Which is not weird for a ~10yo Windows tablet. I remember that it took him quite some searching to get the install done.
I selected plasma-mobile for install, it pulled in a couple of deps, It works but is not ideal on laptop with a touchpad. It has a nice first-use setup, clean and simple.

Is there a Touch friendly Desktop Environment which can be completely customised with widgets, or a customisable Dashboard which can be locked once completed, and replicated for future tablet sales?
Does Suse have something to suit this application or enquiry?
I have seen on the Suse Website articles about IoT which this Tablet project does fall into.
And this is something that would be sold as a final product, so I will want to make payments where applicable
