Random post-install keyboard layout issue (SDDM / KDE switching to QWERTY instead of French AZERTY)

I would like to report a recurring post-install issue I noticed on several recent openSUSE ISO images.

Issue

After installation, the French keyboard layout (AZERTY) is not consistently applied.
The problem seems to affect:

  • SDDM (login screen),
  • KDE Plasma,
  • or sometimes both.

In some cases:

  • the keyboard stays in QWERTY at the login screen;
  • after logging in, KDE switches correctly to AZERTY;
  • in other cases, the whole system remains in QWERTY even though “French” keyboard layout was selected during installation.

Expected behavior

The keyboard layout selected during installation should be applied consistently:

  • in console/TTY,
  • in SDDM,
  • and inside the KDE Plasma session.

Additional information

  • System language: French
  • Keyboard layout: French (AZERTY)
  • The issue appears randomly depending on the ISO used (“roughly one ISO out of two”).
  • The correct keyboard layout is properly selected during installation.

Impact

This is confusing after installation, especially when passwords contain special characters or numbers, because the keyboard layout at login is not the expected one.

I can confirm that a recent TW install I did that was set to qwerty UK at install
English
English UK

After login went to English US

But after changing in YAST settings it seems OK

I agree it could be an issue post install at login if the password contained special char
