I have a special reason to be unavailable in opensuse store the application “preload”?
There is no need to have it?

are you talking about

the latest release for that app if from 2009 and the use of a preloader is dubious at best,
let’s not forget that the Linux Kernel has changed a lot since 2009 with a lot of optimizations, Gnome and KDE have changed a lot too, anyhow if you want to try it you can always build preload yourself.
