There are quite a guide to the installation of the prototype under this address:

The problem is that I installed a whole following the steps mentioned. But I can not make the turn PERMBROWSER as indicated in the guide.

I haven’t looked further to determine if the code is being maintained,
but I ran into all sorts of issues just getting prerequisites installed.

Don’t know what you tried, but <besides> what is documented in the INSTALL file, I also found the following needed to be installed

zlib-devel
readline-devel

And still after that, an error was returned which looks like a show stopper unless it can be resolved

/usr/x86_64-suse-linux/bin/ld: Relocatable linking with relocations from format mach-o-le (provrewrite.o) to format elf64-x86-64 (SUBSYS.o) is not supported
make[4]: *** [SUBSYS.o] Error 1

You’ll need to evaluate how old the code is, and maybe find out what distro (including version) the code was last verified to run on.
Maybe find whatever support options are available (IRC, Forums, mailing lists, etc)
