It’s there on the Mailing List - Project?
Central hub will never happen, but it could, so many folks talk about it, pontificate about it, moan about, but expect others to do it. All someone has to to is say, I’m going to make this happen, work with release managers to get this or that. It doesn’t take governance or elections, just step up and do it?
All I see in the thread is this or that isn’t done. No one person has said, I am prepared/proposing to do X or Y, who’s with me, and make it so 
So, for the purposes of this thread, why not;
