Sure, but from the standpoint of the issue you describe, I think it’s fair to say it’s more systemic than just a one-off issue of “we didn’t have any clear communication about the planned deprecation of YaST”.
So probably a good approach here is to include, in a governance proposal (or section proposal) something about release planning, roadmaps, and visibility on the wiki.
