Printer/plotter Question.

I am using openSUSE 13.3 with kde 4x, e19 and xfce 4.12
Is it possible to add a new printer/plotter without it physically or remotely connected.
I need it for special purpose in a cad application.

The CUPS web interface will allow you to create a network printer config without the hardware being present/online. Is that what you mean?
