Power-profiles-daemon and sysfs behaviours in opensuse TW

I have serious and weird problem with PPD in opensuse. it starts when a bug (in Bugzilla #1222179) caused PPD to malfunction. While TLP worked as an alternative, I wasn’t a fan. So, I compiled PPD from source . However, PPD doesn’t seem to be applying any profile changes, even though I can switch between the options but it doesn’t save any battery life and/or any functionality at all.
I’ve tried alternatives like tuned, but doesn’t work in the same way just like PPD. Reinstalling PPD (both the older and the supposedly fixed version) didn’t help either.
I reinstall the opensuse tumbleweed and then On a fresh OpenSUSE Tumbleweed install, PPD works after logging out and back in. However, this functionality disappears after a system reboot.
I created an issue in the main repository of PPD(https://gitlab.freedesktop.org/upower/power-profiles-daemon/-/issues/150) but I can’t understand what should I do.
