power management on T-23 thinkpad

I looked all through here and did not find any posts for this so I am asking a question: How to get speedstep to work in an old T-23 so the CPU will slow down to save the battery when not plugged in? 1 GB Ram

I have cpufrequtils and powerd installed as well as microcode for obsolete cpu from laptop packages. What am I doing wrong?
