You have to use systemsettings5 for that.
I don’t know whether kscreen5 migrates the settings from the KDE4 version…

The latter is probably because you used KDE4’s systemsettings.
For the former, Plasma5 should be stable, unless there’s some graphics driver problem…

Well, the “fix” that’s in the pipeline is to rename systemsettings5 to “Configure Desktop” as well.
I’m not quite sure whether that helps with the original problem or confusion though.
That fixed it for me too. Run “system settings” (5.3) not the old “Configure Desktop” (4.11.x), since both configurations are installed, you just need to use the newer version.
