you can use plasma 5 now in 13.2 … see the repo Wolfi maintains which will allow you to use it along side your current kde4 …

“Should” questions are hard to answer.
There was some discussion of whether to go to a 12 month cycle, or resume the previous shorter cycle.

Yes. The “work in progress” is now called “Tumbleweed”, and you can install any time that you want to see how things are going. It is mostly working pretty well.
OK factory is now rolling, but what are the goals?
As far as I know, a snapshot of Tumbleweed will be “frozen” and then tweaked for release as 13.3. I’m not quite sure whether that will happen in September or November. But it doesn’t matter to me, since I can install Tumbleweed whenever I want to. I am currently do a monthly clean install to test how the installer is working.

Plasma 5 is already included in openSUSE 13.2 and Factory, so yes, it will be in 13.3 as well.
Right. And I keep the packages updated, so the repo will contain Plasma 5.3 when it is released.
Feel free to ask (or search the forums) for further instructions on how to use my repo (you need KDE:Qt5 and KDE:Frameworks5 as well).
Factory was always rolling.
But there are automated tests running now, and after Factory successfully passes those tests it will be released as Tumbleweed.
So Tumbleweed is supposed to be a stable (well, at least as stable as possible) rolling distribution, with continuous updates in the standard repo.

But Plasma 5.3 is going to be released in April already (Schedules/Plasma 5 - KDE TechBase), so 13.3 will definitely come with 5.3 (or higher), even if it would be decided to shorten the release cycle to 6 months which is extremely unlikely…

You mean in 13.3?
Well, that largely depends on when 13.3 is released too, I’d say.
I think the tendencies go more into direction of keeping the 12 month release cycle, so 13.3 probably will be released in November 2015.
This means that it will probably come with Plasma 5.5, if KDE keeps their current release cycle. That one is not yet fixed for >5.3.0 either as you can see in the page I linked to.
And I think it’s better to decide whether Plasma 5 should be the default, when you have an (at least rough) idea how the Plasma 5 that would be included might look like…
There’s not even a plan from KDE’s side about what changes there would be for 5.4 and 5.5 AFAIK. So IMHO it makes no sense to decide that now.

As long as they have a maintainer, and the packages build, no, I suppose.
And even if they would, you should still be able to get them from the KDE:KDE3 repo.

Well, as long as you can still install KDE4 (i.e. it is still included or at least available in some repos), it shouldn’t matter what is the default, does it?
And if not, you could still switch to 13.1, which will be supported much longer than 18 months via Evergreen.

kdialog is not part of Plasma at all. It is part of kde-baseapps (like dolphin and konqueror) which hasn’t been released yet as KF5 version.
(I have a current git snapshot in my repo though)
From comparing the command line options, they seem to be exactly the same at the moment. Only this option has been added in the KF5 version:
--embed <winid> A synonym for --attach
But like i thought, nothing yet decided for next release…

And about what? That there’s no definite decision about 13.3’s release date yet?
PS: A member of openSUSE’s KDE team explicitely stated today in the KDE forums that there has not yet been made a decision to whether KDE4 or Plasma5 will be the default in 13.3:

A bit off topic but keep in mind that no decision has been made yet on whether keep 4.x or use Plasma 5 as default.
I know there was some discussion on the factory mailing list, but wasn’t sure if anything was officially decided.

i feel much better, because i think that the team is not make to early decisions (especially when it comes to one-year cycle)
i don’t what to have the trouble back in the days of kde3 to kde4
