Interestingly, the wiki page is broken:

Speaking of release notes … When you first log into KDE, there’s that first-time info readme window with openSUSE release notes and information, right? Well if you click on KDE tutorial, it takes you to an openSUSE page about 11.3 and KDE 4.4 …

http://download.opensuse.org/distribution/12.1/repo/oss/docu/RELEASE-NOTES.en.html
->
openSUSE 12.1 Release Notes
Version: 12.1.4 (2011-10-28)
Nowadays the wiki page delivers a link to a newer version of the release notes:
http://en.opensuse.org/openSUSE:Release_Notes
→
http://www.suse.com/releasenotes/i386/openSUSE/12.1/RELEASE-NOTES.en.html
openSUSE 12.1 Release Notes
Version:12.1.7 (2011-11-09)
But it on my system seems to be even a newer version:
/usr/share/doc/release-notes/openSUSE
with
file:///usr/share/doc/release-notes/openSUSE/RELEASE-NOTES.en.html
openSUSE 12.1 Release Notes
Version:
12.1.11 (2012-02-20)
equals

...]
Repository: openSUSE-12.1-Update
Name: release-notes-openSUSE
Version: 12.1.11-1.10.1
...]

A known and reported bug. There are two sites that hold that file, and
one is outdated, as you see.
For some unknown reason, the wiki points at the wrong one.

If you know the ‘right’/even better URL: Please post it and I will change it on the wiki.

It was not a bugzilla report, I got confused.

Wait!
I was not at home, I did not have the link handy.
http://www.suse.com/releasenotes/i386/openSUSE/12.1/RELEASE-NOTES.en.html
Version: 12.1.7 (2011-11-09)
http://download.opensuse.org/distribution/12.1/repo/oss/docu/RELEASE-NOTES.en.html
Version: 12.1.4 (2011-10-28)
And I think there is a more recent version somewhere else, but I don’t know
where
I have reported in bugzilla important problems that should be reported in
the release notes, but i got no answer.
