Do I need to enable my graphic card’s fan.
In the nvidia-settings it is turned off.
If I need to turn it on on what number I have to set the slider.
The default is 30. I noticed when I turn it on at 50 it lowered the temperature from 40 degrees celcius down to 32.

No, you don’t need to enable them by hand. If the checkbox is unchecked the fans are controlled by the internal thermal controler and the fan speed is regulated dependend on the load. If you enable the checkbox you disable the internal controler and fix the fanspeed to a value. This is contraproductive and not needed for modern graphic cards with fan speed controlers.
Start a graphic intensive application (steam game for example) and you will see that your fans will start running and the temperature is regulated automatically. All modern graphic gards switch off the fans completely as long as they are not needed. This is for energy saving and noise reducing reasons…
40°C is nothing for a graphic card. You also see in the nvidia-setting window at which temperature your graphic card will slow down and reduces the core frequency. My RTX 3080 Ti as example would slow down at 95°C. I was never able to come near this value…
