I have an HP Envy desktop that suffers from the UEFI install bug on the LEAP
DVD - PITA to say the least. Since the general release dvd image was
supposedly never patched, can I side step the hassle with an online install?
Updating the current install on the test disk is not an option - last update
rendered it unusable so its new install time IF I can get past the UEFI
hassle.
You may still need to disable secure-boot for the install itself.
However, if you enable the online repos, particularly the update repo, then your installed system should be up to date and not have any further boot problems after the install.

Just to confirm, selecting the secure boot options for the grub installation
during the initial process results in subsequent secure boots to the
installed system?
If you select those options, then grub2-efi is configured to verify signatures. However, if secure-boot is turned off in the BIOS, then the verification is skipped.
For what you want:
Turn off secure-boot in the BIOS.
Install, and configure the installer to use the update repos during install. That will give you the fixed UEFI support.
Select the secure-boot options for install (they are probably pre-selected as the default anyway).
You should the be set.
Personally, I would probably do the first reboot of the installed system with secure-boot still disabled in the BIOS. Then I would enable and reboot as a double check that all is working.
For what it’s worth, I was able to turn off the “Windows 8.1 Special Features” in my Bios, (MSI X99) turn off Secure Boot, and tell the BIOS to boot ONLY UEFI disks. This forced the DVD into the UEFI mode and the install went really well from the DVD with an Online Update done using Yast after the install was up and running. Trying to do an install using the online repositories resulted in a complete disaster on two different machines. YMMV.
