Locked patch & packages won't be installed

The following item is locked and will not be changed by any action:
 Available:
  patch:openSUSE-Leap-16.0-408

The following 3 package updates will NOT be installed:
  build-mkbaselibs libflite1 libquicktime0

Looked everywhere I know (which is little) to find out how to see what is in the ‘locked’ patch.
And If it has to do with the packages that will NOT be installed.

I’ve spent a good bit of time reading the ‘zypper’ man pages & web searches.
And they persist.

@Bill_L You need to use type then in the zypper command. Suggest you use the history command, they don’t lock themselves…

zypper se -t patch openSUSE-Leap-16.0-408

I don’t know how it got locked, but I think I will leave it locked.
After a search of protobuf, I probably don’t need it.
