I am running a big ftp server on Proftpd, i need to limit the 1 same file download per IP so that customers download files should not download same file at a time. Is there any tool or method of doing it.

This proftpd document page, found by using the search terms “proftpd limit file download” talks about a maxclientsperhost setting. I’ll leave it to you to investigate further.
The document is rather strange and rambling, reading more like the log of a IRC session. So you should take it as a hint to look up the definition of maxclientsperhost in the directives.
