What is the best way to report that LEAP 42.2 is missing packages libjpeg62-32bit and libjpeg62-devel-32bit? They were present in LEAP 42.1.

Use libjpeg8 instead, they are built from the same source;
https://build.opensuse.org/project/show/openSUSE:Leap:42.2 and search on libjpeg.
