Is it 32 bit system? If it is 64 bit, does it support x86_64-v2?
I had Arch Linux (64 bit) on my system before and it was working smoothly.
Am I correct that this is a fresh installation attempt with a boot from a USB?
If so, prior to creating the boot USB, did you do the checksum on the downloaded .iso to confirm the download was not corrupted?

Leap 16.0 requires support for x86-64-v2 microarchitecture level. Before installing it check your CPU for compatibility.
If you can still boot to any GNU/Linux (via live USB or other partition on your PC), you can follow that to assess if you may have an issue there in regards to your system possibly being too old.
Thank you guys. I installed the tumbleweed https://download.opensuse.org/tumbleweed/iso/openSUSE-Tumbleweed-NET-x86_64-Current.iso on my system with no booting problem. But, I found my screen is flickering. Should I open a separate topic for screen flickering?
I found that the screen flickering is resolved if I add i915.enable_psr=0 to my kernel options.
