I upgraded an older installation from debian to opensuse.
I have the same problem in kde in tumbleweed, slowroll and leap 16.0. It’s exactly the same problem with G06 and G07.
After booting, the screen becomes black. I just have the mouse cursor in the centre blinking (it moves with mouse) and the terminal cursor blinking at the top left of the screen.

sudo systemctl enable --force --now sddm.service will most often fix that problem, nvidia or not.
running it multiple times won’t accomplish anything.
What is the output of systemctl status sddm.service on the running system?
systemctl status sddm.service | susepaste should give you an easily copyable link
(if susepaste isn’t installed, sudo zypper in susepaste)

This gave me the idea of disabling the intel i915 graphics in the bios and now it works.
Without your help, I would have never been able to make it work.

Switcheroo does the switching of Intel GPU Should not need to disabled
To get ALL the NVIDIA stuff install nvidia-driver-G06-kmp-meta which will pull in all the NVIDIA stuff

No. The RTX 4060 GPU is supported by open G07. The correct package would be nvidia-open-driver-G07-signed-kmp-meta

G07, for the card listed in the OP. Theres two metas, the kmp meta, and the userspace meta. Not sure if the kmp one pulls in the userspace one automatically.

I did not install nvidia-driver-G06-kmp-meta. I did install nvidia-open-driver-G06-signed-kmp-meta as per: https://en.opensuse.org/SDB:NVIDIA_drivers
BTW, before trying G06, I did try first open-G07 and I had the problem, then I did the open-G06
Are you saying that I should remove nvidia-open-driver-G06-signed-kmp-meta and instead use: nvidia-driver-G07-kmp-meta?

No. The closed source G06 is a dead end for your GPU. G06 is the legacy driver. You need to install G07 to get support for your GPU.
SDB:
If your GPU is compatible with both the G06 and G07 drivers, you will want the G07 driver.

It is explained in the SDB. You only need to install one package. All deps are pulled automatically.
zypper in nvidia-open-driver-G07-signed-kmp-meta
Different drivers. Nvidia drivers does not support Intel hardware and vice versa. This are completey different topics.

Yes, make sure you get the G07 META package, I feel that people who have issues with NVDIA on OpenSUSE a) Install the wrong generation drivers for their card and b) Don’t use the metapackages so they end up getting desynced. (But I’m not exactly an expert so I’m probably wrong).
It also depends on the repository in use, I use the cuda one, so no meta info

The meta package is there to avoid version missmatches. It works quite well. If you have informations that it doesn’t work, open a bugreport please. Stefan is always happy to fix the packages.
And btw, according your output, you are using the meta package on Leap 16.0
Yes it was not installed as the last time it was out of sync…
