OpenSUSE 11.1’s DVD is labeled ‘Installation DVD’ so I don’t think so.

For a live DVD you might want to take a look at knoppix, which is intended to solely run off a DVD (although installing it on a harddisk isn’t impossible).
But if you’re interest is in openSUSE, then you’ll have to make do with the live cd’s or an install (be it an install from the livecd or dvd… doesn’t matter much).
