Incorrect AMD GPU power calculation

In Leap 15.5 Beta with kernel 5.14.21-150500.43-default, I see this amdgpu information for my Dell laptop with AMD Ryzen 7 5825U CPU with Radeon Grapics::

On Tumbleweed with kernels 6.2.6-1.1-default and 6.3.0-rc3-1.gd72bdba-default, I see this information:

This looks like a bug, since the system is totally idle in all three situations. Should I report it against the kernel or amdgpu?

Good question but note that the TW temp is 4 degrees higher then 15.5 which may indicate more activity and thus more power used… …

That’s because I ran a web browser between tests. During both tests, the system was totally idle. Also, in Tumbleweed, I see idle readings as high as 25 watts on a chip that is limited to 15 watts TDP combined for the CPU and GPU. My only question is if I should report a bug against the kernel or amdgpu.
