How to disable NTP check on boot?

I’ve got a multi LAN network card, since I use OpenSuSE as my router.
So everytime I boot up the machine I have to go through a lengthy wait while the NTP daemon tries to check for a network connection (and waits until it times out, since the system isn’t booted, and there’s no network connection yet)
So I have to wait the better part of a few minutes while all 4 LAN ports of the multiLAN are checked, as well as the onboard LAN.

Is there a way to disable this?

Yast: Network Services: NTP Configuration: go to each time source listed
(probably IPs of servers) and choose ‘Edit’ and then uncheck the ‘Use
for initial synchronization’ (or whatever that box says). Perhaps
removing them all will resolve the issue. Alternatively get NTP to run
after network (doesn’t it already) or only synchronize to local clock on
boot.

Or disable it?
sudo /sbin/chkconfig ntp off

Yes, but disabling NTP entirely doesn’t seem to be the best way to keep
time in sync. :-\
