You cannot use sudo for running GUI applications in openSUSE.
Use kdesu or xdg-su instead, or even “su -”.

What do you mean with “main toolbar”?
The icons of the task manager should resize themselves according to the available space.
To make them bigger, resize the panel.

Or you can also resize the whole GUI in systemsettings5->Display and Monitor->Display Configuration. (click on the “Scale Display” button at the bottom)

If you run the systemsettings5 program as root you only change things for root not yourself. Your settings are different then roots. root is just a user with super powers and each user has their own preferences.

To change sizes on the panel resize the panel. To do so right click desktop select unlock widgets. a almond shaped icon should be to the right on the bottom panel click that and you then will have the controls to resize the panel and the fonts which will simply scale.

Be sure to re lock the widgets when done or you may accidentally move and/or change stuff
