i did --allow-vendor-change and sure i can update now but i still cant switch back to packman repos im getting the same error. has anyone else been able to use packman yet?

It should be logic that you need to adapt the repo name to the one used on your machine. In your case it is:
sudo zypper dup --from "Packman Repository" --allow-vendor-change
And when you show your repo list, better use zypper lr -d as your output misses all the important informationā¦the URL.
Also donāt cut the command from your terminal output. It is not hard to copy and paste the initial command with the output so that your helpers can see what you are doing.
And next time you post your repo list, please use a version of the command that shows the URLs. Now we have nothing then your local names and aliases. E.g.
zypper lr -d
And also when you post output, take the trouble to include one more line within your copy/paste: that with the command. So people can see what you did to get the output.

i think the problem was with the Emulators_openSUSE_Tumbleweed repos i initially installed them because it was at the time a requirement for me but thanks to flatpacks i think ill be ok to remove it. sorry for the trouble.

Solution 2: keep obsolete libavcodec61-7.0.2-2.3.x86_64
Solution 3: break ffmpeg-7-mini-libs-7.0.2-2.1.x86_64 by ignoring some of its dependencies
Iām on SR, this packman problem has extended for more than a week now. 
I finally pulled the plug and removed packman from my machine. 
For the rare video file I might have to play, I installed the mpv flatpak which includes proprietary codecs.

When you do not post precise and correct, people probably will assume that you manage your systems also in a sloppy way 
to be fair i tried to add it in code tags but the button for it was not working i tried it like 3 or 4 times and by the time i finished the website told me i couldnāt edit my post any more or post more than 3 times consecutively.

honestly ima do the same and if i dont need to use packman i suppose i just wont. honestly packman alone is why i would never recommend opensuse to anyone sadly . packman many times has my systems temporary broken at best and at worst broken or unable to update. BUT if mpv player flatpack works out i may be able to recommend it. not sure how i feel though ā¦ still feels wrong
In general I understand your frustration. But please note that you seem to use some mixture of Tumbleweed and Slowroll (I did not get all the details above) and it seems that neither Tumbleweed users, nor Leap users have those problems. Thus blaming the whole of openSUSE for it is not quite correct IMHO.
