You are viewing a muli-page document(5 pages+) on firefox. If you click and hold on the down arrow scroll bar(right side), It will keep scrolling when you release the button. You’ll have to wait for it stop scrolling for sometimes up 30 seconds. It should stop scrolling as soon as you release the button.
This is bug really annoying. Can some developer fix this? No OS tips, thanks.

Do you have smooth scrolling enabled? Try disabling that. Autoscroll
enabled? Try disabling that.
