My goal with this, my first Linux project, is to reuse old hardware to make a PVR. I have a Fujitsu Espremo P400, which I have installed openSUSE 15.2 Leap and Plex. That’s two of my goals completed - with your help - thanks.
My next task in this project is to see if I can use two OLD TV cards that were sitting unused in a draw.

I installed the cards before openSUSE to see what it picks up. When I look at hardware information through YaST2, I can see the two tuners listed. But only the HVR-2200 has the setting Drivers>Active=Yes. I don’t expect the Dell tuner to work, but the HVR-2200 is still supported by Hauppauge & Plex under Linux.

Before I head over to the Plex forum, could I ask you please, do I need to do anymore openSUSE install tasks to finish the install of the WinTV HVR-2200 PCIe card? I ask this because Plex does not see any tuners when searching.
Also, can you recommend other openSUSE TV recording software that could also utilise my cards?
