Where is configuration to change default desktop background?

In Gnome you can right-click in the desktop and choose Change Desktop Background from the popup, or select Computer > Control Center > Look and Feel > Appearance > Background tab.

Specifically it´s WELCOME desktop background, not user desktop background

Do you mean gdm of kdm (the login screens?

If it’s gdm (gnome) look here at the gconf;

When server boot appear XDM screen, then i choose KDE, GNOME, etc.
I need change the first X11, or welcome desktop

Ahh you mean boot splash… after grub when the system is
loading.

Oh Boot Splash! I have mine disabled so I can see the nice text as it boots up.
