using the openSUSE-Factory-KDE-Live-x86_64.iso file, I can create a bootable DVD which works fine.
When I attempt to create a bootable USB drive using Universal-USB-Installer-1.9.5.7.exe from pendrivelinux, it fails with an error. I tried with unetbootin-windows-608.exe as well and it also failed.
Anyone have any success creating a bootable USB drive in windows from this ISO file ?

I did check the md5 checksum and it was good. I also created a DVD from the ISO and I was able to run the live version of Opensuse Factory using the DVD. So I conclude that the ISO download was not the problem.
I will attempt to create the USB from windows using the method in your reply.
Just a followup, I created a bootable USB flash drive with IMAGEUSB and it works very well. As a bonus it created a persistent flash drive and I was able to apply maintenance and install a couple of extra packages.
