Tumbleweed does not have a packet ‘telegram’ in the official repositories. I installed this package from this repo:

You will have to decide for yourself whether YOU trust it. There are no guarantees for home repos, such as this.
Personally, I do not have any experience with this repo or with the “telegram” software.
Tumbleweed does have an authorized community supported package

Click on “Experimental” instead of “Community”(yes, and will someone please clear up the confusion and correct this label?) and you will see a package supported by “Server:messaging” which means that it should be supported by a group of reliable maintainers rather than an individual.
