did not help.

Any idea please what to do ?

Whenn I try that URL ( http://packman.inode.at/suse/openSUSE_Leap_15.2/repodata/repomd.xml ) in a browser, I get HTTP error 403 - Forbidden. I even get that on packman.inode.at alone. I also get the same problem as you on YaST > Software > Software Management. So something is wrong with that site.

Either wait until they repaired things, or go for another Packman site.

AFAICS, only the (.at) PackMan is (physically) moving – I’ve tried a couple of the German PackMan sites and, they all seem to be available …

When I use packman.inode.at in my FF, which has Flagfox installed and ask Flagfox it says:

It is a small and intricate world on the internet.

So as a Summary

inode.at is somewhat in Vienna, with Slovakian internet access and servers located in (foggy) Bremen.

Makes no sense at all to me. But I changed to another packman server for the time being…
