This is what I get in both 15.3 and Tumbleweed since noon

Tumbleweed now works but 15.3 is still bad

All good here, maybe hitting incomplete mirrors from your locale? Just dupped Tumbleweed (6 packages) and uped Leap 15.3 (15 packages)… I do note on Leap a slow download of primary-xml.gz

About 3 hours ago I was able to update from 20211128 to 20211130 quickly without any delays.

I see a note in the development mailing list, try switching download.opensuse.org with https://mirrorcache-us.opensuse.org/
