The status of the packman version for Leap 15.4 is not stated, but it is not yet updated.
There are some suggested workarounds, including this one from the Arch Endevor forum. However the modification to enable yt-dlp to have access to python3.10 for Leap 15.4 is different from that used for Arch.
Is there a suitable workaround that openSUSE Leap users can apply pending release of the updated patched version through our repos?
