I had this working just fine with 10.3 but have performed an upgrade because I have some customized lockdown settings that I didn’t want to recreate. Everything looks fine but when I try to run the firstboot to configure all the hardware and networking the machine just boots up normally. I used the same method as I did with 10.3, 9.2. Firstboot Configuration but in 11.0 it doesn’t appear to work.
I’ve not worked with firstboot, but I suspect your problem may be changes in the 11.0 version. There is html docm under /usr/share/doc/packages/yast2-firstboot. In particular I noticed that the control file is now /var/lib/YaST2/reconfig_system rather than being /etc/reconfig_system.
