I have installed VLC Player and configured global hot keys but they are not working even when the window is active. I want the keys to function even when the windows is inactive or minimized.
A general Google search turns up many hits (many of those look like re-posts of the same message, but not all) that suggest there is an XFCE problem supporting <global> hot keys.
And there seems to be a problem with VLC supporting global hot keys as well…
I just tried and global hot keys in VLC don’t work here at all either using KDE4.
Not even when VLC is the active window.
PS: what exact functions do you want to have as hot keys?
Maybe you could use D-BUS to trigger those actions in VLC.

Actually in our college we would be having audio files. We need to listen to those and type it in the openoffice-writer. If we don’t understand we need to rewind the audio file and listen to that again. For this purpose I need to have some keys which should function even when the window is minimized.
If you need that, try deadbeed instead, also available in Packman.
Its global shortcuts work fine here as well, and it offers shortcuts to seek 1% or 5% forwards or backwards.
Don’t forget to install “deadbeef-restricted-plugins” as well if you want to play MP3s f.e. though.
