I installed OpenSuse 11.2 LiveCD. I’m currently running patch download and installation so maybe this will fix my problem. When I use NetworkManager, WPA or WPA2 are not an option. I’m give four encryption methods (WEP 40, WEP 128, LEAP and Dynamic 801.x) Is this a problem with my Thinkpad T23’s 802.11b wireless card? Do I need to install a patch?

No patch needed. NetworkManager’s connection editor reads the scan data from the
Access Point, determines the encryption, and sets the options accordingly.
Are you in fact using the connection editor?
What are the results of the command
sudo /usr/sbin/iwlist scan
Hi
Does the card or 802.11b support wpa?

I don’t think my hardware supports wpa. I might try to get a usb wireless card. Any suggestions? D-link seems to work well with OpenSuse.

It depends on the D-link card, or more precisely what chip they use. If you
match what is in the hardware compatibility lists, you should be OK.
If your card uses the mac80211 software for its MAC layer, then it should
support WPA with software encryption. Please post the section of the output of
hwinfo --wlan
