Just bought a new server and installed OpenSuSe 13.1. Everything works fine, except when I restart the server.
shutdown -r now
reboot
These commands above shutdown the server completely. It won’t restart.
Please advise.

Most people are not having that problem.
To shut the computer down, the system needs to communicate with the ACPI interface. You probably have a somewhat non-standard ACPI.
You could perhaps try a different kernel.

I found a fix for it.
At the installation screen.
Press F5 and select No Local APIC.
