Wireless connection confusion

Could someone explain the following discrepancy? Two signals. I can connect to the weaker one (Bo_Network) but when it cuts out I cannot connect to the stronger one (NETGEAR). The stronger one does not get associated.

Have you created a coinnection for the NETGEAR ESSID?
